Laura holds a bachelor's and master’s degree in computer science and technology, with over 25 years of experience implementing digital solutions in highly regulated sectors strengthening compliance with international data protection and cybersecurity standards, particularly serving healthcare organizations. She holds certifications in Cybersecurity (CCSA), Health Information Administration (CHA), and HIPAA Compliance (CHP).

In Puerto Rico, she is recognized for her strategic leadership, being part of the advisory group to the Government of Puerto Rico in the development of the Cybersecurity Law; Law 40 of 2024. In the 2000’s, Laura led the creation and deployment of the first Health Clearinghouse in compliance with HIPAA, the main electronic billing mechanism in the country. She is a founding member of the HIMSS chapter, serving on the Board of Directors and as its President from 2021 to 2023. She directed the formation of the Cyber Risk Committee, establishing close collaboration with USA federal national security agencies such as DHS CISA and the FBI.
In her mission to educate and strengthen digital transformation cybersecurity compliance and resilience posture in the commercial sector, mainly healthcare, Laura collaborates with various professional organizations and government agencies internationally such as HIMSS, “Colegio de Medicos Cirujanos”, AHPR, PRHIMA, MED-BILLERS, CMS PR/VI, ISACA, Chamber of Commerce PR & Spain, InfraGard, NIST FISSEA and NICE.
